Since 2005, our core team has been growing the business and service groups to provide more corrosion solutions under one roof to the Pipeline Industry. PC&S has become one of the most diversified corrosion solutions providers with the Industry’s most skilled technical force.

Job-site safety is a 24/7/365 procedure.  Our dedicated safety staff understands the hazards of the varied environments in which we operate.  Routine, scheduled training for all employees – office-bound or assigned in the field – ensures our entire workforce thinks and acts safely on the job.  We maintain stringent safety practices and records, in addition to all client-required OQSG and Veriforce clearinghouse certifications. We want to ensure everyone arrives home safely.

Kim Fulkerson

Leadership

AMPP(NACE)-Accredited Cathodic Protection Specialist # 5620

Over a span of 35 years in the corrosion control industry, in 2005 Kim Fulkerson was credited with the initial inception, development, and growth of PC&S’ core corrosion team.  Kim oversees a spectrum of responsibilities, including sales and administration, engineering, and construction for diverse projects across the United States.  He brings extensive project expertise, specializing in the design of cathodic protection systems and AC/DC mitigation solutions. His portfolio includes successful implementations for a variety of infrastructure, ranging from cross-country pipelines and tank farms to power plants, offshore structures, wastewater plants, ship hulls, chemical plants, refining plants, water lines, natural gas distribution systems, and airport fueling systems.

Steve Clawitter

Leadership

Steve Clawitter has been involved with the corrosion control industry for over 45 years.   Steve’s responsibilities include sales and administration, engineering, and construction for projects throughout the United States.  Steve’s addition to PC&S in 2012 brought immediate expansion of services and capabilities, increasing the corrosion team’s workforce, and providing increased value to clients.  His project experience consists of cathodic protection systems design and AC/DC mitigation solutions for cross-country pipelines, tank farms, power plants, offshore structures, wastewater plants, ship hulls, power plants, chemical plants, refining plants, water lines, natural gas distribution systems and airport fueling systems.

Tom Vangoor

Director – Business Development

Tom has more than 20 years of corrosion industry experience.  His current responsibilities include the direction of all business development efforts, in addition to individual project management.  Tom serves clients across the industry, from upstream petroleum exploration companies to midstream pipeline operators nationwide.

Tom holds numerous industry certifications including NACE CP-2 Technician, Coating Inspector Level I, Internal Corrosion Technologist, and Senior Corrosion Technologist.  Prior to his current role, he spent 11 years with several reputable companies including BIS-Tepsco prior to joining PC&S in 2012.

Brian Jarrett
Safety Manager

OSHA 500 Certified Trainer

With almost 25 years of occupational safety experience, Brian Jarrett joined PC&S in 2018 after a successful career in the construction industry.  As Safety & Compliance Manager, he plays a crucial role in upholding our commitment to a safe working environment by overseeing a comprehensive range of training and industry compliance requirements.  Brian is well-versed in Operator Qualification tasks, PHMSA and FMCSA regulations, DOT and OSHA Compliance, and third-party administration management. His dedication ensures that the company fulfills its duty to provide a safe and healthy work environment for all of PC&S’ employees and clients.

Nana Owusu-Sekyere

Senior Corrosion Engineer

Nana G. Owusu-Sekyere is an accomplished Corrosion Engineer with a tenure at Pipeline Controls and Services that spans back to 2013. With a strong foundation in Corrosion Control, and AC Interference Studies, Nana has demonstrated expertise in Stray Current Analysis, CP System Design, Inspection and Commissioning. He has successfully worked on multiple AC Interference and Mitigation design projects. He is proficient in field testing and troubleshooting corrosion-related issues in pipelines and other metallic structures.

Holding a master’s degree in electrical engineering from The Catholic University of America in Washington, DC, NACE CP4, Cathodic Protection Specialist certificate, and an Advanced Level Certificate from SES (Safe Engineering Services & Technologies Ltd.) specializing in EMI (Interference from High Voltage Power Lines), Nana brings a wealth of knowledge to his role. Beyond technical prowess, he also oversees contract bidding, scheduling, and personnel management.

Robert Russell

Chief Inspector/ILI Project Manager

Robert joined the Team in 2018 and immediately got to work building one of our fastest growing departments, In-Line Inspection Services.  Robert leads his team providing tool run, coordination, inspection, and data analysis for cleaning, gauging and smart tooling runs for client’s gas and liquid pipelines infrastructure.  He brings over 15 years of ILI project management experience from previous roles with Tulsa Inspection Services and Enterprise Products Partners.

Robert maintains numerous industry certifications, including API 1169, CPWI, COR, NCCER, NORM, and Hazwoper.

 

Patrick Carroll

Project Manager

Patrick joined PC&S in 2012 and quickly grew his skillsets across a variety of tasks including CP testing, installation, inspection, and data analysis.  He is currently responsible for multiple teams providing testing and installation services to multiple clients across the Southwest.

Patrick graduated with honors from Kilgore College’s Corrosion Technology degree program.  In addition to his A.A.S. degree, Patrick maintains a NACE CP-2 Technician certification.

 

Shane Anderson

Project Manager

Shane is a highly accomplished professional holding a Bachelor of Science degree in Business/Corporate Communications from the University of Oklahoma since 2006. With an extensive career in the energy industry, Shane has demonstrated expertise across diverse sectors, including oil and natural gas exploration, midstream operations, and electrical companies.

In his role as a Project Manager, Shane has consistently delivered exceptional results, overseeing projects with budgets ranging from $200,000 to multimillion-dollar endeavors. Beyond project management, his proficiency extends to material controls, effectively managing assets valued at several million dollars.
