PC&S’ technical teams are some of the country’s most experienced and respected technicians, engineers, and project managers in the Pipeline Industry. We present optimal solutions for each project, valuing quality and efficiency through effective design, communication, and project management. We deliver turnkey solutions to streamline process, prevent mistakes and avoid hazards, and to give our clients the peace of mind that every one of our projects will be executed on time and under budget.
Since 2005, our core team has been growing the business and service groups to provide more corrosion solutions under one roof to the Pipeline Industry. PC&S has become one of the most diversified corrosion solutions providers with the Industry’s most skilled technical force.

Job-site safety is a 24/7/365 procedure. Our dedicated safety staff understands the hazards of the varied environments in which we operate. Routine, scheduled training for all employees – office-bound or assigned in the field – ensures our entire workforce thinks and acts safely on the job. We maintain stringent safety practices and records in addition to all client-required OQSG and Veriforce clearinghouse certifications. We want to ensure everyone arrives home safely.
OUR TEAM
Jacob Greenfield
Vice President
Jacob joined PC&S in July 2017 as Manager – Southwest Corrosion Division and quickly began optimizing and streamlining operational practices throughout the group. Promoted to Vice President in 2020, Jacob has successfully led the merger of regional divisions into one of the most dynamic and capable corrosion services teams in the nation. Jacob oversees day to day operational functions of the company in addition to serving in consulting and advisory roles for a multitude of high-profile clients.
Before joining PC&S, Jacob served as Managing Director of Inspection Services at SKW Enterprise Solutions in addition to years of experience in survey, testing, and data processing with Mears Group and National Pipeline Services. Jacob holds numerous industry certifications including NACE CP-3 Technologist and SES.
Originally from Michigan, Jacob now resides in Jenks, Oklahoma with his wife, two children, and family dog. When he is not working to protect the oil and gas infrastructure of North America, Jacob can be found exercising, spending time with his family, playing guitar, or volunteering with his local church congregation.
Tom Vangoor
Director – Business Development
Tom has more than 20 years of corrosion industry experience. His current responsibilities include the direction of all business development efforts, in addition to individual project management. Tom serves clients across the industry, from upstream petroleum exploration companies to midstream pipeline operators nationwide.
Tom holds numerous industry certifications including NACE CP-2 Technician, Coating Inspector Level I, Internal Corrosion Technologist, and Senior Corrosion Technologist. Prior to his current role, he spent 11 years with several reputable companies including BIS-Tepsco prior to joining PC&S in 2012.
Born and raised in Michigan, Tom earned his Bachelor of Arts Degree in Communications from Grand Valley State University. In his free time, he enjoys skiing, travelling, and spending time with his wife and three children.
Nana Owusu-Sekyere
Corrosion Engineer
Nana has been with Pipeline Controls and Services since 2013. His work over the past years has been in various aspects of Corrosion Prevention including Stray Current Analysis, CP System Inspection, design and commissioning, AC Interference testing, and AC mitigation design. He is experienced in field testing and troubleshooting of corrosion-related cases in pipelines. His responsibilities also include contract bidding, scheduling, and personnel management.
His work in Corrosion began in 2010 after his graduate studies with The Catholic University of America, Washington DC. Nana’s first job in corrosion was with an engineering firm contracted to study and design mitigation for stray current corrosion on a Metrorail system in the DC metro area. He holds a NACE CP-3 Technologist certification and is pursuing CP-4. Nana holds a Master of Science Degree in Electrical Engineering.
In his spare time, Nana enjoys spending time with his family and travelling.
Shaun Powell
Project Manager
Shaun has over 12 years of corrosion industry experience spanning extensive testing and assessment work for both natural gas and liquid systems infrastructure. He has supervised CP installations from initial baseline data collection through design, installation, commissioning, to turn-key client pass-off. Shaun’s current responsibilities include complete client project management for some of PC&S’ highest producing customers.
Shaun holds an A.S. degree in Computer Science in addition to maintaining NACE CP-2 Technician and Internal Corrosion Technologist industry certifications.
When not tending to 24/7/365 client project management duties, Shaun enjoys spending time at the shooting range, fishing with his son, and travelling with his wife.
Patrick Carroll
Project Manager
Patrick joined PC&S in 2012 and quickly grew his skillsets across a variety of tasks including CP testing, installation, inspection, and data analysis. He is currently responsible for multiple teams providing testing and installation services to multiple clients across the Southwest.
Patrick graduated with honors from Kilgore College’s Corrosion Technology degree program. In addition to his A.A.S. degree, Patrick maintains a NACE CP-2 Technician certification.
Patrick is an avid sportsman and enjoys hunting and fishing all over Texas. He enjoys relaxing at the lake with friends and family as well as spending time working around his shop.
Robert Russell
Chief Inspector/ILI Project Manager
Robert joined the Team in 2018 and immediately got to work building one of our fastest growing departments, In-Line Inspection Services. Robert leads his team providing tool run, coordination, inspection, and data analysis for cleaning, gauging and smart tooling runs for client’s gas and liquid pipelines infrastructure. He brings over 15 years of ILI project management experience from previous roles with Tulsa Inspection Services and Enterprise Products Partners.
Robert maintains numerous industry certifications, including API 1169, CPWI, COR, NCCER, NORM, and Hazwoper.
When he is not in the field or managing inspection efforts, Robert enjoys the gun range and spending time with his family.
